Mid-term evaluation of the program
In accordance with Article 391 of the Law of July 20, 2018. – Law on Higher Education and Science, a mid-term evaluation of the implementation of plans to raise the level of quality of scientific activity and education by universities participating in the first edition of the “Initiative of Excellence – Research University” (IDUB) program was conducted in 2023.
The mid-term evaluation was conducted on 10 universities that were winners of the first IDUB competition, decided in 2019, i.e. (alphabetically): Stanisław Staszic University of Science and Technology in Kraków, Gdańsk Medical University, Gdańsk University of Technology, Silesian University of Technology, Warsaw University of Technology, Adam Mickiewicz University in Poznań, Jagiellonian University, Nicolaus Copernicus University in Toruń, University of Warsaw, University of Wrocław.
The mid-term evaluation consisted of:
- Preparation by universities of a self-evaluation report in the OSF system;
- evaluation of the reports by the International Team of Experts for mid-term evaluation in the IDUB program, established by the Order of the Minister of Education and Science dated March 1, 2023 (Official Gazette of the Ministry of Education and Science, item 20);
- Identification of priorities to be taken into account during expert site visits to universities, which took place in September and October 2023.
- During the visits, meetings were held with representatives of various groups at universities, including representatives of university authorities, academics, administration, doctoral students, and students. In total, during the ten visits, the experts met with nearly a thousand people representing universities;
- evaluations by the Team of Experts after the visits;
- Preparation of proposals for final evaluations based on pre- and post-visit evaluations;
- preparation of the final evaluations, which were forwarded to the universities after they were approved by Minister Dariusz Wieczorek.
At the end of 2023, the Expert Team, met at the Ministry to summarize the team’s work in the mid-term evaluation of the IDUB program.
According to the regulations, the evaluation ends with the issuance of either a positive or negative rating. The mid-term evaluation does not include a ranking list of evaluated universities. The Expert Team evaluated all universities positively and prepared a Letter to the Minister summarizing the mid-term evaluation of the winners of the first edition of the IDUB program.
Nicolaus Copernicus University in Torun was positively evaluated by the International Team of Experts during the mid-term evaluation of the “Initiative of Excellence – Research University” program.
Evaluation of grant activities
An analysis of the acquisition and implementation of scientific projects and research tasks by the staff of the Nicolaus Copernicus University in Toruń in 2023 was commissioned. The evaluation was carried out by the Foundation Institute for Higher Education Development. The diagnosis was based on the data and information made available by the University for the period 2017-2022. The assignment included a comparative analysis in the area of NCN grants with 4 selected universities. The results of the analysis are presented in the final report.
Evaluation of publication activities
In 2023, Nicolaus Copernicus University in Torun commissioned the Leiden University CWTS unit, which is a world leader in developing bibliometric analyses, to perform an analysis of the publications of the University’s employees. The indicated unit carried out analyses of publications from 2017-2022, including advanced bibliometric analyses, analyses of the impact of citations on the development of world science, and the level of internationalization of the publication activities of UMK employees. The project used the CWTS Citation Index system (CI-system). The core of this system includes an expanded version of Clarivate Analytics’ citation indexes: the Web-of-Science Science Citation Index, the Social Science Citation Index, the Arts & Humanities Citation Index, and the Conference Proceedings Citation Index. The results of the analyses are presented in the final report.
